The world is on the cusp of a significant energy transition, and the Global Wind Energy Council (GWEC) is urging governments to accelerate the deployment of offshore wind power. With global offshore wind capacity nearing the 100 GW milestone, this renewable energy source is poised to play a pivotal role in strengthening energy security and reducing our vulnerability to future energy market shocks.
The State of Offshore Wind
The latest GWEC report, released at the APAC Wind Energy Summit, paints a promising picture. In 2025, we saw a 16% increase in new offshore wind capacity, bringing the global total to an impressive 92.5 GW. This growth is set to accelerate, with GWEC forecasting a doubling of annual installations in 2026 and a cumulative capacity of 420 GW by 2035.
What makes this particularly fascinating is the potential for offshore wind to become a mainstream energy technology. With a predicted compound annual growth rate of 24% between 2026 and 2030, it's clear that offshore wind is not just a niche player but a key component of our future energy landscape.
Leading the Charge
China continues to lead the way, with 6.6 GW of new capacity in 2025, bringing its total to an astonishing 48.4 GW. Europe, particularly the UK, Germany, and France, also made significant contributions, adding nearly 2 GW collectively.
However, despite this positive outlook, there are challenges. Permitting delays, grid constraints, and supply chain issues are hindering project development. For instance, around 25 GW of offshore wind projects outside China have secured permits but are awaiting final investment decisions due to unresolved grid and subsidy issues.
A Call to Action
GWEC has proposed an eight-point plan to address these challenges. Key recommendations include faster permitting, improved grid and port infrastructure, enhanced auction frameworks, and stronger government-industry collaboration. They also advocate for classifying offshore wind and supporting infrastructure as nationally significant, which could reduce regulatory hurdles and provide greater investment certainty.
